The MNRE ALMM Order was issued on 29 March 2019 in response to a surge of low-quality imported solar modules entering the Indian market. The order is made under MNRE's power to set quality standards for government-supported schemes.

Core mandate

All PV modules and inverters used in government-funded projects, MNRE schemes (PM Suryaghar, Kusum, CPSU), open-access projects above the notified threshold, and projects claiming RPO credit — must be sourced from the ALMM list.

ALMM listing process

Obtain IEC 61215 + IEC 61730 (modules) or IEC 62109 (inverters) certification from IECEE CB Scheme or BIS-authorised lab
Submit application to MNRE with factory audit clearance from a NABCB-accredited body
MNRE grants provisional listing (valid 2 years); confirmed after first periodic re-verification
Listed products published model-wise on mnre.gov.in

Enforcement

Project developers using non-ALMM equipment are subject to performance security forfeiture and blacklisting from future tenders. DISCOMs verify ALMM compliance before granting net-meter connectivity to subsidised installations.
